Action Toys Machine Robo Rod Drill. This is one of the principle characters in the anime series Machine Robo Revenge of Chronos.
In North America the character is better known as Screwhead from Challenge of the Gobots... but not in my universe.
Rod Drill comes with an extension accessory that makes him more anime accurate. This longer drill bit does not come with a face however.

In addition the figure comes with two tonfa like weapons that can be attached to his arm.
The figure has die cast metal in the legs.
